Video surveillance standardisation activities, process and roadmap

Abstract

This report has been generated by the ERNCIP Thematic Group on Video Surveillance for Security of Critical Infrastructure (TG-VS). It is widely recognised that standards play a major role as fundamental building blocks in product development, to ensure uniform quality in provision of services, and wider still in enabling the European Union (EU) security industry to be more competitive globally. However, there exist very few standards in the security domain and, in particular, in video surveillance systems.
The purpose of this document is to provide an overview of standards in video surveillance, including the need for standards, an overview of existing relevant standardisation efforts including gaps, and a roadmap for future standards development.

Access to data sets

Abstract

The main objective of this report is to analyse existing data sets for video analytics (VA) and to determine how best to enable collection/common access to data sets in the EU for testing/evaluation of video surveillance software.

This report presents a critical analysis of video analytic data sets with specific attention to the protection of critical infrastructures. The introductory part of the report describes the importance of VA and the growth of the related market. In this scenario the importance of the usage of a common data set is highlighted. The main reason of the fundamental importance of data sets in video analysis is the intrinsic complexity of VArelated techniques: a common set of video sequences is seen as a powerful boost in the design, development and testing of VA algorithms.

Surveillance and video analytics: work accomplished from 2012 to 2016

Abstract

In 2012 it was decided to create a Thematic Group for Video Analytics and surveillance within the ERNCIP framework. This group would fall under the auspices of the Joint Research Centre and would endeavour to form the basis of European Standards for video analytics within the security sector. Membership of this group includes government, academia, and industry but did not preclude any other expert or person with knowledge or expertise in this field who may add value to the Thematic Group. The initial group was formed with representatives from 8 European countries: France, The Netherlands, Belgium, United Kingdom, Italy, Switzerland, Germany and Sweden. The representatives from the above countries agreed to give their time and effort gratis with the intention of putting structure behind a technological area that impacts directly on the critical infrastructure of all countries in the European Union, with a view to maintain a standard approach to evaluation and to enhance opportunities for European suppliers. This short report outlines the work undertaken by the Thematic Group up to August 2016.

Surveillance and video analytics: factors influencing the performance

Abstract

Large (EU) communities are working on and using surveillance systems. They are of diverse backgrounds, such as end users (e.g. law enforcement agencies and critical infrastructure owners), suppliers of surveillance products and services, academics, and policy makers. One of the goals of the ERNCIP Thematic Group on Video Analytics and Surveillance (TG VAS or TG) is to support (the interaction between) these communities with a future proof performance evaluation methodology of video analytics, and in the future potentially also of other components of a surveillance system.

There are many factors which influence the performance of surveillance components. This is complicated as threats, vulnerabilities, assets, technologies, and policies change over time. So, a methodological approach is required to create common understanding among these communities of what these factors are, and what the nature of their influence on surveillance systems is. This requires a substantial, dedicated effort during the full life cycle of surveillance systems.

The broad purpose of the Thematic Group on Video Analytics and Surveillance is to develop a more common approach to the testing and evaluation of video analytics systems and to encourage the development of innovative video analytics technologies. The aim of this report is to facilitate the interaction with the relevant communities by providing a limited set of surveillance use cases which are clustered around several surveillance application areas. This helps make discussions as specific as possible, and to make the results of this TG as relevant as possible for these communities. This first report provides a starting point for this set.
