Abstract

This report has been generated by the ERNCIP Thematic Group: applied biometrics for security of critical infrastructures.
Biometrics allows for the automated identification of individuals based on their biological and behavioural characteristics and provides the promise of the unique identification or classification of individuals interacting with critical infrastructures. The Thematic Group was established to provide a forum for experts to drive the direction of standards development and generate advice to aid critical infrastructure stakeholders to understand and use biometrics successfully.
This report outlines the work of the Thematic Group between October 2015 and August 2016.

Summary of the Activities of the RN Thematic Group in 2016

Abstract

A summary of the activities of the RN Thematic Group of ERNCIP in 2016 is reported. The Group organized its work in three sub-topics: awareness raising on a new standard on list-mode data acquisition, robotics in RN field and reachback (expert support to field teams). The work of the Group is based on the Work Programme 2016 developed at the end of March 2016.

Video surveillance standardisation activities, process and roadmap

Abstract

This report has been generated by the ERNCIP Thematic Group on Video Surveillance for Security of Critical Infrastructure (TG-VS). It is widely recognised that standards play a major role as fundamental building blocks in product development, to ensure uniform quality in provision of services, and wider still in enabling the European Union (EU) security industry to be more competitive globally. However, there exist very few standards in the security domain and, in particular, in video surveillance systems.
The purpose of this document is to provide an overview of standards in video surveillance, including the need for standards, an overview of existing relevant standardisation efforts including gaps, and a roadmap for future standards development.

Access to data sets

Abstract

The main objective of this report is to analyse existing data sets for video analytics (VA) and to determine how best to enable collection/common access to data sets in the EU for testing/evaluation of video surveillance software.

This report presents a critical analysis of video analytic data sets with specific attention to the protection of critical infrastructures. The introductory part of the report describes the importance of VA and the growth of the related market. In this scenario the importance of the usage of a common data set is highlighted. The main reason of the fundamental importance of data sets in video analysis is the intrinsic complexity of VArelated techniques: a common set of video sequences is seen as a powerful boost in the design, development and testing of VA algorithms.

Surveillance and video analytics: work accomplished from 2012 to 2016

Abstract

In 2012 it was decided to create a Thematic Group for Video Analytics and surveillance within the ERNCIP framework. This group would fall under the auspices of the Joint Research Centre and would endeavour to form the basis of European Standards for video analytics within the security sector. Membership of this group includes government, academia, and industry but did not preclude any other expert or person with knowledge or expertise in this field who may add value to the Thematic Group. The initial group was formed with representatives from 8 European countries: France, The Netherlands, Belgium, United Kingdom, Italy, Switzerland, Germany and Sweden. The representatives from the above countries agreed to give their time and effort gratis with the intention of putting structure behind a technological area that impacts directly on the critical infrastructure of all countries in the European Union, with a view to maintain a standard approach to evaluation and to enhance opportunities for European suppliers. This short report outlines the work undertaken by the Thematic Group up to August 2016.

It aims to draw end-users attention to the key factors which must be taken into account when considering its adoption. It is aimed at managers, security personnel, law enforcement officers and other end-users whose knowledge of video analytics is limited. This report should help the end-user engage initially with potential providers of video analytics.
